According to the decree of the Council of People's Commissars of the Turkestan ASSR on July 22, 1919, the Turkestan Regional Directorate for the Evacuation of the Population (Turkkrayevak) was formed on July 22, 1920 and was renamed the Central Directorate for the Evacuation of the Population of the NKVD of the Turkestan ASSR (Turktsentroevak). Based on the decision of the Council of People's Commissars of the Turkestan ASSR on October 27, 1922, the evacuation authorities with a partial transfer of their functions to the People's Commissariat of Agriculture were abolished.
