In 1919, in Tashkent under the People’s Commissariat of Internal and Foreign Affairs of the Turkestan Autonomous Soviet Socialist Republic, the courses of police instructors functioned. The provision on the courses was approved by the meeting of November 30, 1918 and was adopted at a meeting of the College of the People’s Commissariat of Internal Affairs and Foreign Affairs of the Turkestan Autonomous Soviet Socialist Republic.
On March 18, 1919, the courses were opened. Recognizing that the courses of police instructors prepared not narrow police specialists, but made it possible to use the course outside the police, the name “Courses of the police instructors” stopped from admission to courses capable of serving the internal affairs of the Turkestan Autonomous Soviet Socialist Republic. On June 19, 1920, the courses of the People’s Commissariat of Internal Affairs of the Turkestan Autonomous Soviet Socialist Republic with a regional school of party and Soviet workers occurred.
