The Commissar for the civil-administrative part joined to the Council of People's Commissars of the Turkestan ASSR on November 23, 1917; The civil-administrative part was reorganized into the People's Commissariat for Internal Affairs in early May 1918. It was reorganized into the People's Commissariat for Internal and Foreign Affairs on November 12, 1918 and since May 6, 1919, again into the People's Commissariat for Internal Affairs.
The NKVD of the Turkestan Autonomous Soviet Socialist Republic was the central governing body for state building in Turkestan, had to monitor the correct work of local Soviets, direct and control the activities of local administrative bodies.
